House Bill 869 includes new requirements for time references in public notices and open meetings, requiring notices to include both Eastern and Central Standard Times when listing the time of day.
Section 38 of House Bill 869 amends KRS 424.110 to add a definition for “time” under statutes governing public notices. The new language defines “time,” or the time of day, as being stated in both Eastern Standard Time and Central Standard Time. Section 39 makes the same change under KRS 61.805 to apply to Kentucky’s open meetings law governing public agencies.
Because the legislation included an emergency clause, these provisions became effective immediately upon the Governor’s signature on April 27, 2026. Cities and public agencies should review notice and meeting procedures to ensure compliance with the updated statutory requirements.
