Government Affairs Communications Manager

Position Summary: Performs professional and responsible work in planning, developing strategy, organizing, coordinating, managing, and executing the League’s government affairs communication services. Performs related work as required.

Work is performed under the general supervision of the Director of Government Affairs. This position requires a highly motivated self-starter with demonstrated experience in legislative or advocacy communications, the ability to work independently, and the judgment to anticipate needs in a fast-paced, deadline-driven environment. This is sedentary to light work requiring limited physical effort. Position requires moderate travel.

  • Manages and implements creative communication strategies to convey the League’s legislative positions to  members, legislators, and the public.
  • Creates visual deliverables such as PowerPoint presentations, videos, photographs, informational handouts, and social media graphics.
  • Produces rapid-response messaging during the session, including bill updates, talking points, and briefing materials.
  • Executes communication pieces such as digital newsletters, website content, magazine articles, presentations, news releases, letters, social media, and other written content.
  • Researches complex policy issues and writes material, including speeches, press releases, talking points, scripts, bill summary sheets, position papers, op-eds, and other communications as needed.
  • Coordinates educational/outreach advocacy campaigns.
  • Develops and cultivates relationships with a comprehensive list of elected officials, reporters, and editors.
  • Arranges media interviews for spokespersons and helps with preparation for interviews and public appearances.
  • Manages content for the advocacy section of the KLC website.
  • Coordinates media tracking, selection, and electronic distribution of articles from various websites.
  • Attends meetings, including legislative committees, KLC Board of Directors, and news conferences.
  • Performs related tasks as required.

Knowledge, Skills, and Abilities: Thorough knowledge of modern principles, practices, and techniques of professional communications, legislative issues, complex policy matters, KLC programs and services, the methods, procedures and techniques of communication development, including social media, and word processing functions. Knowledge of interviewing, writing, layout, and editing techniques, and the ability to establish and maintain effective working relationships with other staff, elected officials, LRC staff, legislators, member agencies, speakers, the media, and the general public. Ability to write, edit, post, and produce stories with video and photographs on websites and social media. The ability to format business letters, correspondence, and digital newsletters. Basic knowledge of Microsoft Word, PowerPoint, Excel, and the Adobe Creative Suite (Photoshop, InDesign, Illustrator, Premier Pro, After Effects, Lightroom, Acrobat). Organizational and multitasking skills to independently initiate, prioritize, and perform or solve work problems related to deviations in work assigned to meet fixed or fluctuating deadlines and achieve work objectives. Ability to coordinate the assembly and submittal of large quantities of information from multiple sources and to understand and follow oral and written instructions.

Education and Experience: Requires a four-year college degree from an accredited college or university with major course work in communications, journalism, mass media, political science, public administration, or a related field. Position requires at least three years of professional experience in a related field.

Special Requirements:  Possession of an appropriate driver’s license valid in the Commonwealth of Kentucky. Availability for extended hours during the legislative session.
