Hours: Full-time (40 hour week)

Job Summary: The City of Prospect is seeking qualified candidates for the position of permitting and code enforcement officer, under the supervision of the mayor and chief administrative officer. This position is responsible for ensuring that all structural development, exterior construction, and property maintenance comply with city ordinances, zoning laws, and land development codes. This role combines technical expertise in blueprint review and structural permitting with proactive, field-based community enforcement to maintain safety, structural integrity, and aesthetic standards adopted by the city.

Key Responsibilities 

  • Plan Examination – review architectural blueprints and plot diagrams for residential and commercial exterior construction, alterations, additions, and accessory structures to ensure absolute compliance with city ordinances.
  • Permit Issuance – process and issue building, zoning, and compliance permits for approved plans. Clearly communicate necessary revisions or deficiencies to contractors, architects, and homeowners.
  • Technical Consultation – the primary point of contact at the permitting desk, guiding applicants through the submission process, explaining building ordinances, and interpreting municipal codes for the public. 
  • On-Site Inspections - conduct progress and final inspections of authorized exterior construction projects to verify they adhere to the approved blueprints and spatial setbacks.
  • Ordinance Enforcement- proactively patrol the municipality and investigate community complaints regarding zoning violations, unpermitted construction, illegal land use, and property maintenance infractions.
  • Violation Management – issue formal ordinance violation citations and stop-work orders. Document all findings with detailed reports and photographic evidence.
  • Case Resolution – work collaboratively with property owners to establish reasonable timelines for achieving compliance. Represent the city before the code enforcement board or legal proceedings if enforcement cases escalate.

Education 

  • High school diploma or GED required.
  • An associate’s degree in construction management, civil engineering, urban planning, or a related field is preferred.

Experience 

  • The ideal candidate will have 2 – 3 years of experience in code enforcement or law enforcement, residential construction or some combination of similar experience.
  • Familiarity with GIS mapping (specifically, Lojic.org), planning and zoning, and the ability to read and interpret blueprints and property maps.

Certifications 

  • International code council, property maintenance and housing inspector and residential building inspector or zoning inspector, preferred.
  • A valid state driver’s license with a clean driving record required

Physical requirements include, but are not limited to: frequent exiting/entering vehicle, walking on uneven or wet terrain, bending, stretching, lifting and working at a computer workstation.
