Purpose 

The GIS technician supports the City of Franklin’s geographic information systems (GIS) operations by maintaining spatial data, producing maps, and assisting departments with geospatial analysis and reporting. This role ensures accurate, up-to-date geographic datasets that support municipal planning, infrastructure management, emergency services, and public communication.

Essential Duties and Responsibilities

  • Complete field data collection and verification to improve accuracy of system
  • Conduct field verification of infrastructure and spatial data
  • Maintain, update, and manage GIS databases, layers, and metadata
  • Create maps, graphics, and visualizations for internal departments and public
  • Collect, input, and edit spatial and attribute data using GIS software and GPS technology
  • Perform quality control checks to ensure data accuracy and integrity
  • Assist in developing and maintaining web-based mapping applications and dashboards
  • Support city departments (planning, public works, utilities, police/fire) with spatial analysis and data requests if needed
  • Digitize plats, zoning maps, utility infrastructure, and other municipal records
  • Generate reports and spatial analysis to support decision-making and project planning
  • Maintain documentation of GIS procedures and standards
  • Assist in preparing reports, exhibits, and presentations for city leadership and the public

Knowledge, Skills and Abilities

  • Effectively communicate with difficult community members and employees and the ability to manage and de-escalate challenging situations
  • Organize and prioritize various projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines
  • Operate modern office equipment, including computer equipment, IPad, specialized software applications, and programs
  • Knowledge of GIS principles, spatial data management, and mapping techniques
  • Proficiency in GIS software (e.g., ESRI ArcGIS Pro, ArcGIS Pro Online, or similar platforms)
  • Familiar with GPS data collection and coordinate systems
  • Basic understanding of municipal infrastructure (water, sewer, roads, zoning)
  • Experience with database management and data analysis
  • Knowledge of state or local GIS standards
  • Familiarity with ArcGIS Online, Survey 123, field Maps, or similar tools
  • Experience working in a municipal or government environment
  • Ability to communicate technical information clearly to non-technical users
  • Strong attention to detail and organization skills
  • Ability to manage multiple projects and meet deadlines
  • Demonstrates ability to work as a team and be credible, flexible, and adaptable
  • Ability to keep time records and related records and reports
  • Ability to establish and maintain effective working relationships with employees, officials, and the public
  • Ability to work in inclement weather (hot, cold, and wet conditions)
  • Must be PC proficient and able to thrive in a fast-paced setting
  • Strong interpersonal and customer service skills required
  • Must deal courteously with colleagues and community members
  • Learn/Interpret and apply state and local laws and regulations pertaining to city utilities
  • Thorough knowledge of tools and equipment used
  • Thorough knowledge of preventive maintenance

Minimum Qualifications 

  • Associate’s or bachelor’s degree in geography, GIS, geomatics, urban planning, or related field-preferred
  • Valid driver’s license.
  • Must be willing and able to work Monday - Friday 7:00 am to 3:30 pm
  • 1-3 years of GIS experience (internship considered)
  • Work to achieve appropriate certification license as issued by the Commonwealth of Kentucky.

Physical and work requirements 

  • Ability to sit for long periods while working on a computer
  • Ability to complete field work several hours each day which may require standing, walking and stooping
  • Ability to lift up to 25 pounds occasionally
