Part-Time City Development Administrator
BASIC FUNCTION: This is a part-time position that directs, plans, leads, coordinates, and manages economic development activities and operations. Including providing community development, planning, grant writing and other technical support. This position will work directly with and report to the mayor. This person will work in conjunction and on par with the three city department heads including: city administration, chief of police, and public works foreman. At times, this individual may at times work with the city treasurer, city attorney, and city engineer.
ESSENTIAL JOB FUNCTIONS: Identify, define, and develop funding sources to support existing and planned program activities and assist in the development, writing, and submission of grant proposals to federal, state, and private funding agencies. Assist with planning and organizing economic development programs while enhancing economic health and vitality; develop, recommend, and implement short and long-range economic revitalization strategies. Develop and maintain professional working relationships with local city and county agencies, businesses, developers, private consultants, citizen groups, community service organizations, and others to retain and recruit business and economic development. Plan, organize, and coordinate economic development projects; prepare requests for qualifications and proposals; establish scopes of work for consultants; negotiate and manage the work of consultants and contractors. Develop and implement strategic redevelopment assistance opportunities. Oversee and coordinate special projects, administer contracts for services according to established guidelines for the department. Prepare and present staff reports to city council, advisory committees, the public, and other groups to explain technical aspects of economic development projects and programs. Familiar with the Kentucky League of Cities. Other duties as assigned.
KNOWLEDGE OF: Grant administration and management including research, planning, technical assistance, record keeping, compliance, auditing, and monitoring in Community Development Block Grant Programs (CDBG). Principles and practices of economic development. Evaluation of economic development programs, policies, and incentives. Familiarity with bid process for cities. Methods and techniques of effective technical report preparation and presentation. Research methods and sources of information related to economic development and grants. Applicable laws relating to growth management, real estate, and land use. Familiarity with Federal Emergency Management Agency (FEMA) grant writing and participation is a plus. Strong communication and presentation skills. Group dynamics and methods of encouraging city council and citizen participation.
ABILITY TO: Work with the mayor and city department heads, city treasurer, city attorney, and city engineer. Provide administrative and professional leadership and direction for economic development programs. Identify and respond to community and city council concerning any needs. Effectively manage multiple high-level projects at a time. Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient economic development services with assistance from the mayor. Ensure project compliance with federal, state, and local ordinances, Kentucky Revised Statutes (KRS), and regulations. Interpret and apply pertinent ordinances, KRS, and regulations. Prepare and analyze technical and administrative reports, including financial statements, and correspondence. Work effectively with others to achieve personal, team, department, and countywide goals.
ENVIRONMENTAL CONDITIONS/PHYSICAL EFFORT: Work is performed primarily in an office environment, with some field site inspection work required. Field work is performed outdoors in all weather conditions. Position will require travel to a variety of locations to perform work or attend meetings within the city. Employee may be exposed to conditions and hazards from obstacles, heights, and open trenches associated with construction sites.
EDUCATION AND EXPERIENCE: Bachelor’s degree in urban planning, economics, public administration, or closely related field and five to seven years of grant writing experience related to economic development, community development, grants management, or closely related fields. Knowledge of city/council form of government. Knowledge of the local officials and public agencies in Campbell, Kenton, and Boone Counties is a plus. Basic computer skills including knowledge in the following: Microsoft Outlook. Word. Excel. PowerPoint. Google.
Salary Information: $27-$30/HR
