CHARACTERISTICS OF THE CLASS: Under the administrative supervision of the city manager, directs, plans, and administers all operations of staff in Planning and Zoning Department. Develops department goals, objectives, policies and procedures; ensures compliance with relevant government rules and regulations; prepares budget and monitors expenditures; performs City Planning activities.
DUTIES AND RESPONSIBILITIES:
- Provides professional planning services, and reviews technical documents for compliance with city ordinances. Produce reports, presentations, and recommendations on planning issues. Reviews development proposals and applications for subdivision plats, zoning changes, and other land use applications. Advises applicants within scope of authority and training.
- Prepares project reports and conducts meetings for Planning and Zoning Board, Board of Adjustments, and City Commission. Prepares technical ordinance and resolution documents for review. Maintains and administers planning projects, reviews, and processes applications and project proposals.
- Prepares fiscal year budget and monitors expenses. Collects fees and submits monies and reports to the Finance Department. Supervises department staff and prioritizes projects and responsibilities. Leads weekly staff meetings.
- Accurately updates and maintains GIS for all city maps. Coordinates with county to avoid duplication of street names and addresses. Makes appropriate changes on the city's official map as mandated by action of the Richmond City Commission and state KRS.
- Collect data as requested by the city manager or city commission to assist in evaluating areas for annexation and rezoning requests.
- Responds to questions from residents and provides customer service in the mediation of disputes regarding annexation and zoning ordinances and land developments.
- Facilitates RFP process and city manager’s appointment of stakeholders for updating city comprehensive plan every five years per KRS.
- Coordinates all construction inspections and maintains all reports. Performs on-site inspections.
- Develops department goals, objectives, and policies. Ensures compliance of all relevant rules and regulations per city personnel policy.
- Coordinates and cooperates with other departments and government agencies. Updates city manager and city attorney on weekly basis of ongoing projects and any issues that may be controversial.
- Prepares and presents reports to the Planning Commission, City Commission, Technical Advisory Board and Board of Adjustments to assure sufficient review of departmental activities and/or responsibilities.
- Supervises clerk to ensure all records are maintained and required documents are provided to city clerk, county, and state.
- The director of planning and zoning may be required to perform other duties as assigned. TRAINING AND EXPERIENCE: Completion of post-secondary education from an accredited institution preferably in urban planning, public administration, and/or geography. Five years of planning and/or construction experience and two years of supervisory experience. AICP certification preferred.
Salary Information: $65,000 - $80,000
