CHARACTERISTICS OF THE CLASS: Through collaboration and consultation with city staff and other outside partners protects the city against unexpected or unnecessary loss of resources. Ensures the preservation of the city’s resources by integrating sound risk management techniques into all city operations. Systematically identifies and analyzes risk exposures, implements appropriate risk control strategies, and selects fiscally prudent financing mechanisms to fund expected and unexpected losses. Works under the direction of the city manager’s and city attorney’s office.

DUTIES AND RESPONSIBILITIES:

  1. Develops, implements and coordinates a citywide risk management and loss prevention program. Investigates departmental work processes and establishes safe and effective work strategies; conducts safety inspections and audits city owned properties, investigates injuries, vehicle accidents, property loss, and liability claim incidents; provides recommendations for loss prevention; develops safety guidance manuals; coordinates departmental safety committee meetings, identifies departmental safety training needs and conducts or coordinates needed safety-related training; assists with preparing and interpreting related personnel policies.
  2. Monitors safety and training standards mandated by OSHA, USDOT, KYOSH, and city policy; implements related practices and policies and oversees compliance for all related programs (i.e. personal protective equipment, drug and alcohol testing for CDL holders; confined space, lockout/tagout, hazard communication, infection control, hearing conservation and respiratory protection.) Serves as the city’s designated employer representative (DER) for coordinating the drug and alcohol-free workplace program.
  3. Inspect worksites and facilities to identify unsafe work procedures or environments. Implements changes necessary to avoid accidents at these locations. Coordinates with department heads and directors to implement corrective action. Required to be on an on-call basis depending on the emergency or situation.
  4. Coordinate the monthly citywide safety committee meeting which will include representatives from each department. The safety committee may travel to locations throughout the city and inspect work environments and recommend improvements. The safety committee may also review accident and injury reports to improve the environment or work habits in order to decrease the likelihood that the incident or injury will occur again. Instruct safety committee the importance of confidentiality when reviewing injury or accidents claims.
  5. Manages the administration of workers compensation, property and casualty claims; collaborates with city manager and city attorney, insurance and/or claimants in the city’s defense against law suits/claims; interprets insurance policy; coordinates payment/collection of losses.
  6. Develops, implements and conducts regular safety training programs and/or works with the departments to develop departmental specific training goals and programs for all city employees.
  7. Analyze all loss-related data; identifies loss trends and performs actuarial loss analyses; determines expected future loss picks utilizing financial theory and determines appropriate insurance financing strategies that may include the selection of appropriate deductible levels; prepares budget for workers compensation, property and casualty lines of insurance; determines appropriate insurance requirements for special event coordination and or work performed on city property by outside contractors.
  8. Attends staff, committee, and other professional meetings to exchange information; attends technical or professional workshops, seminars, or conferences to improve professional skills; prepares periodic risk analysis reports for city staff review. Serves as city’s infection control officer, responsible for assuring all positions having occupational exposure are properly trained and proper post exposure are properly trained and proper post-exposure protocol is followed.
  9. Reviews all special event permits for the city to ensure appropriate liability coverage and/or waivers are present.
  10. Claims Management/Policies:
    • File workers compensation claims with the insurance provider.
    • Maintains all OSHA reports, logs and claims.
    • Investigate claims to ensure the injury is the result of a work related incident and compensable according to the department of workers claims guidelines.
    • Monitor claims progress and contact the injured employee and medical providers to ensure timely treatment and return to work.
    • Communicate with the injured employees’ supervisor(s) keeping them informed of treatment progress and return to work timeline.
    • Monitor the implementation of return-to-work policies. Revise polices when necessary.
    • Track liability claims to identify trends and address issues resulting in claims against the city.
    • Prepare documents for renewal and solicit proposals.
    • Prepare presentations for the mayor and commissioners to explain trends in the insurance community. 
    • Monitor what neighboring cities are doing regarding insurance and insurance market trends.
    • Monitor loss ratios, the city’s WC modifier, and premiums paid to determine the direction premiums will go in the future.
    • Adjust coverage’s to adequately protect the city.
    • Maintain all OSHA claims, logs, and records.
  11. Performs related special projects at request of human resources, city attorney, and/or city manager.
  12. The safety and risk management specialist may be required to perform other duties as assigned. TRAINING AND EXPERIENCE: Bachelor’s degree in Environmental Health and Safety, Risk Management, or related field, with a minimum of four years of experience in coordinating employee safety and training programs (or related) required. Certifications as a Safety Professional (CSP) and/or Risk Manager (ARM or CRM) is preferred.

SPECIAL REQUIREMENTS: Must possess and maintain a valid driver’s license. Light-Work/Light-Duty: Exerting up to 25 pounds of force occasionally and/or a negligible amount of force constantly to move objects.

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Requires working knowledge of the Kentucky Occupational Safety and Health Standards for General Industry, National Fire Protection Life Safety Code, Department of Transportation Federal Highway Administration – Federal Motor Carrier Safety Regulations and Chapter 6 of the Manual on Uniform Traffic Control Devices for Streets and Highways. Requires working knowledge of Microsoft Office products including Excel, Word, and PowerPoint. Ability to solve practical problems and deal well with co-workers.

Salary Information: Paygrade: 6 $45,000 - $83,000
