CLASS TITLE: Evidence Custodian / Crime Scene Technician (Non-Sworn Position) DEPARTMENT: Police

PAY GRADE: 15 CHARACTERISTICS OF THE CLASS: Under the direct supervision of the Support Services Major or their designee. Performs technical tasks in collecting, maintaining, and properly storing all evidence and related records.

DUTIES AND RESPONSIBILITIES:

  1. Custodian of all physical evidence and property concerning the police department.
  2. Processes crime scenes: examines crime scenes for evidence; identifies, collects, and preserves physical evidence; performs crime scene photography and sketching; maintains control and chain-of-custody over physical evidence collected; ensures proper handling, packing, and transport of evidence to crime laboratories; and performs crime scene processing according to established rules, regulations and procedures.
  3. Processes, examines, and collects latent prints: utilizes the latest technology and methods available to develop latent prints.
  4. Documents all investigative information: prepares detailed case reports and records; enters/uploads information into department databases; and verifies accuracy and completeness of the information.
  5. Maintains records and logs of incoming and outgoing evidence via the departments current evidence tracking database.
  6. Organizes the storage of all evidence.
  7. Logs and tracks found property and follow applicable KRS/city ordinances for disposition or destruction.
  8. Releases property to the correct owner; respond to court orders regarding disposition and destruction of evidence and property; follows state retention guidelines for disposition and destruction of evidence and property; follows applicable city ordinances regarding disposition and destruction of evidence and property.
  9. Prepares evidence for court and works closely with the Commonwealth and County Attorney’s Office regarding the proper care and maintenance of property or evidence.
  10. Responsible for collecting and recording evidence at search warrants and major crime scenes.
  11. Maintains and logs photographic evidence, responds to requests for photos at search warrants and major crime scenes.
  12. Assists the Records Manager with expungements, filing, and locating old case files.
  13. Responsible for preparing and listing the surplus property for the annual auction.
  14. Assists in conducting department inventory of all equipment.
  15. Responsible for ensuring adequate supplies for packaging and documenting evidence.
  16. Responsible for educating all department personnel on the proper techniques of collecting, tagging, and processing evidence.
  17. Attends briefings, training sessions, and seminars as required to remain knowledgeable of departmental operations, to promote improved job performance, and to stay current with changing policies, procedures, codes, investigation techniques, and criminal/civil case law.
  18. Responsibilities of the Evidence Custodian / Crime Scene Technician include but are not limited to the above duties.

TRAINING AND EXPERIENCE: High School Diploma or GED; previous experience in a related field preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

SPECIAL NECESSARY REQUIREMENTS: Possession of an operator’s license issued by the Commonwealth of Kentucky. Must successfully complete DOCJT’s Criminalistics Academy or similar type program and receive a certification as a crime scene technician within the first year of employment. An extension may be granted if training is not available within the first year. Must comply with the appropriate provisions of the Kentucky Revised Statutes and City Ordinances.

SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge and application of federal, state, and local laws and ordinances. Considerable knowledge of the principles and practices of a modern police organization, operations, and administration. Considerable knowledge of the use of all public records and their application to the solution of police problems. Extensive knowledge of the procedures of evidence collection and storage. Considerable knowledge of computers and computer principles. Ability to understand and follow complex oral and written directions. Organizational, analytical, and supervisory skills. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with officers, personnel, public officials, and the general public. Confidentiality. Firmness. Tact. Sound judgment. Integrity. Honesty.

PHYSICAL ATTRIBUTES NECESSARY:

  1. Mobility in the operation of motor vehicles in driving a department vehicle. Mobility to operate a vehicle during adverse conditions while maintaining radio contact with the dispatcher or other units.
  2. Mobility in the upper and lower body. Requires walking, running, climbing, bending, stretching, carrying, and stooping (Over 25 lbs.).
  3. Physical stamina in enduring long periods exposed to adverse weather conditions (major crime scenes, autopsy, etc.).
  4. Mobility to secure, process, and package evidence at a crime scene. Gathering evidence from the crime scene could involve climbing, stooping, stretching, and walking.

Salary Information: Paygrade 15: $31,800 - $53,000
