THE CITY OF ERLANGER

The City of Erlanger’s Mission Statement is “Performing Collectively to Provide Exemplary Service for Our Community with Integrity and Pride.” Erlanger has a population of 18,840 and is located in Kenton County, Kentucky. Erlanger is the third largest city in Kenton County by population and square miles and is 6 miles southwest of Cincinnati, Ohio. The staffing includes 140 employees and has an annual budget of over 15 million dollars. The five departments within the city are General Government, Police, Fire/EMS, Public Works, and IT Departments.

POSITION SUMMARY Under direction of the City Administrator, the Chief Financial Officer serves the City; plans, organizes, directs, controls and evaluates the activities of the Finance Department. The Finance Director supports the financial accounting processes of the City in accordance with the Governmental Accounting Standards as promulgated by the Government Accounting Standards Board as well as Generally Accepted Accounting Principles as required. The Finance Director provides fiscal accountability to the City directly through the coordination, formulation, monitoring and presentation of budgets for controlling funds to implement program objectives of the City. The Finance Director maintains a systematic, disciplined approach to identify risks and evaluate and improve the effectiveness of the Finance Department through the implementation and promotion of financial controls and governance processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans, directs and reviews the work of the Finance Department. Serves as a member of the City’s Leadership Team.
  • Assures adherence to generally accepted accounting principles.
  • Manages and maintains the City's General Ledger and all other accounting records.
  • Tracks and analyzes the City’s economic growth and its impact on municipal finances, and makes long-range projections of City programs and their financing.
  • Prepares or directs preparation of financial statements, business activity reports, financial position forecasts, annual budgets, and/or reports required by regulatory agencies.
  • Develops annual revenue estimates for the annual budget; assists the Mayor and City Administrator in developing the Mayor’s annual budget proposal for the City Council.
  • Supervises data processing functions associated with City’s accounting systems.
  • Reviews expenditures of departments to ensure compliance with budget. When capital improvement projects are being planned, makes estimates of capital needs and arranges financing including, when necessary, negotiating bond sales.
  • Coordinates and arranges the investment of idle City funds. Maintains current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standards.
  • Cooperates with the external auditors on the annual audit of the City financial records, practices and procedures.
  • Supervises data processing functions associated with City’s accounting systems. Monitor financial activities and details such as reserve levels to ensure that all legal and regulatory requirements are met.
  • Monitors and evaluates the performance of accounting and other financial staff; recommend and implement personnel actions such as promotions and dismissals. Develops and maintains relationships with banking, insurance, and non-organizational accounting personnel in order to facilitate financial activities.
  • Develops internal control policies, guidelines, and procedures for activities such as budget administration, cash and credit management, and accounting. Analyzes the financial details of past, present, and expected operations in order to identify development opportunities and areas where improvement is needed.
  • Advises management on short-term and long-term financial objectives, policies, and actions.
  • Provides direction and assistance to other organizational units regarding accounting and budgeting policies and procedures, and efficient control and utilization of financial resources. Forecasts short-range and long-range cash requirements and obligations, as a basis for maintaining adequate funds for daily operations of the City.

EDUCATION AND/OR EXPERIENCE Master’s Degree from an accredited College or University with specialization in Accounting and/or Finance; or/CPA designation. Four to ten years related experience; or equivalent combination of education and experience in public services.
