The Deputy Director for Public Works, under general administrative direction, plans, organizes, directs, coordinates and evaluates activities and programs involving the construction, maintenance and cleaning of storm sewer infrastructure, floodwall, streets, and right-of-way that are the responsibility of the City of Frankfort; acts as Director of Public Works in the Director’s absence.

Key Responsibilities include:

  • Reviewing development plans, traffic and drainage studies and water quality plans for compliance with Department and accepted engineering standards;
  • Performing inspection of ongoing construction and capital improvement projects;
  • Aiding in preparing the City Capital Improvement Plan and Departmental Projects;
  • Administering the Phase 2 Stormwater Program; 7
  • Aiding in enforcement of Department regulations and policies;
  • Coordinating infrastructure projects with appropriate federal, state and local regulators;
  • Attending pre-bid, pre-construction, and other meetings as required and provides written documentation of project status;
  • Performing final inspection of construction projects and prepares documentation for punch list;
  • Contacting homeowners as necessary to explain work activities on or adjacent to their property;
  • Must be able to read and interpret blueprints and engineering drawings;
  • Assists other departments and/or agencies during planning and construction projects;

  • Skills in working with the public and staff;
  • Problem solving skills and attention to detail; •Knowledge of civil engineering and construction methodologies;
  • Be willing to undertake duties as assigned.

Work Experience Requirements: Five (5) years of directly related experience; Two (2) years in a supervisory capacity preferred. Education Requirements: Bachelor Degree in Civil Engineering, Environmental Engineering, or comparable field required. 

Special Requirements: Must be licensed as a professional engineer by the Commonwealth of Kentucky and maintain license as a condition of employment. Must possess a driver’s license and must maintain license as a condition of continued employment in the position.

Must be capable of:

  • Understanding oral and written instructions provided in English.
  • Communicating effectively, both orally and verbally, with other employees.
  • Establishing and maintaining an effective working relationship with federal, state and local officials, business representatives and the public.

Must have extensive knowledge of:

  • Installation and maintenance procedures for storm water conveyance and control infrastructure.
  • Construction and maintenance of streets and sidewalks
  • NPDES Phase II MS4 requirements and procedures
  • Installation and maintenance of erosion control Best Management Practices (BMPs) A working knowledge of Geographic Information Systems (GIS), Arcview, and CADD are a plus
