The 2017 City Officials Legal Handbook

The City Officials Legal Handbook covers the legal issues that matter most to city officials in an easy-to-read narrative format. Topics include annexation, incompatible offices, personnel matters, ethics, ordinances, open meeting and open records, public purpose spending, budgeting, auditing, and planning and zoning.  The 2017 edition not only updates core topics, also provides information you need regarding classification reform, special purpose governmental entities and other boards, and much more.

The Kentucky League of Cities (KLC) City Officials Legal handbook is a crucial tool for any city official.

The handbook provides information on the legal issues that matter most to city officials. It is designed for non-attorneys and covers the basics of annexation, incompatible offices, personnel matters, ethics, ordinances, open meeting and open records, public purpose spending, budgeting, auditing, and planning and zoning and more.

Each chapter is written in a narrative form and covers the essential areas of local government law. While this publication is not intended to be a substitute for the advice of an experienced city attorney, it will help you understand the background of a legal problem.

The cost of the handbook is $50 for KLC members and $150 for nonmembers.
