Resolutions are legislative acts that are less formal than ordinances or orders and have no binding authority.  Therefore, resolutions are unenforceable.  Resolutions are often enacted in support of something or someone, and they only provide the force of opinion on behalf of the city.  Such action must be approved by the legislative body and need not be approved by the mayor.
