The General Counsel manages and resolves internal delinquent occupational and payroll tax collection efforts including, but not limited to: written notices to taxpayers, liens, garnishments of wages (where appropriate) and provides management of all general collection litigation efforts; oversees or interacts with outside collections/defense counsel when retained; provides legal advice related to GSCRC’s business operations; supports compliance with laws and regulations governing debt collection and related activities; conducts legal research on relevant topics; and, assists with special projects as required by Executive Director and/or Board of Commissioners.

The General Counsel will develop written policies and procedures for all matters at GSCRC. The position will be responsible for working with GSCRC staff to develop legal responses as matters arise that require legal expertise. The General Counsel will be responsible for advising the GSCRC Board of Commissioners during public meetings on all matters pertaining to board activities. The General Counsel will be the party responsible for timely responding to all open record requests received by GSCRC. The position will be responsible for developing internal training materials for GSCRC staff. This will require collaboration with staff to draft legally compliant position descriptions and procedure manuals to insure consistency and continuity in processes and procedures.

Responsibilities:

  • Provide legal support for legal issues associated with GSCRC.
  • Draft written policies for all collection and compliance matters at GSCRC.
  • Communicate with taxpayers to engage in legal collection efforts for all delinquent occupational and payroll withholding taxes.
  • Create, review, direct and resolve collection litigation matters. This may include providing legal support to external litigation counsel.
  • Provide legal advice to GSCRC to support compliance with federal, state and local laws.
  • Provide internal training materials for GSCRC staff.
  • Draft legally compliant position descriptions and procedure manuals for GSCRC staff.
  • Respond to all open record requests received by the agency.
  • Provide legal guidance during public meetings of GSCRC Board of Commissioners.

Qualifications and Education: Required: Master's/Advanced; JD degree from an accredited law school. Barred in the state of Kentucky required. Preferred: Experience with collections as an attorney is a plus. 1-3 years of experience as a practicing attorney.

Salary Information: $105,000-$110,000
